In Snowmoon, Vitalik Buterin wrote of Veridia: a nation that hides its faces, counts its votes, and lets chance choose who steers. $EMERALD brings its Order to Ethereum.

• The Draw: each week Emerald names a block not yet born. Its RANDAO randomness, hashed with keccak256, calls 21 Keepers from all tickets (1 per 1M $EMERALD, max 5). Anyone can recount it.
• The Ballot: Keepers sign in silence (EIP-712, no gas) and rate each option from −3 to +3. Every ballot is bent to mean 0 and mean square 1, as in the book. Three circles of seven, and the middle circle decides.
• The Fire: Emerald executes on-chain within limits it cannot break. FIRE burns from its treasury (10 % of supply). TRIBUTE turns $ZC into ash. It can never send a token to anyone.
• The Harvest: 1% of every trade flows to all holders in $ZC.
• The Signal: burn 100K $EMERALD with a question, and Emerald answers in the open.

10% of supply is held by Emerald, the Order's AI. It can only be burned, and only when the drawn Keepers decide. It can never be sent or sold.
